A video that emerged online Monday purports to show a Ukrainian soldier being executed by Russian gunfire after saying, "Glory to Ukraine." While Newsweek has not independently verified the authenticity of the video, or when or where it was recorded, Zelensky and other Ukrainian officials suggested that it was evidence of a Russian war crime and vowed to hunt down the perpetrators.
"In Ukraine, we will always hear: 'Glory to Ukraine!'" Zelensky said during his nightly televised address. "And millions will always respond: 'Glory to the Heroes! It will always be like that. Ukraine will not forget the feat of each and every one whose lives gave freedom to Ukraine forever."
"Today, a video has emerged of the occupiers brutally killing a warrior who bravely said to their faces: 'Glory to Ukraine!" he continued. "I want us all to respond to his words together, in unity: 'Glory to the Hero! Glory to the Heroes! Glory to Ukraine! And we will find the murderers."

Andriy Yermak, head of Zelensky's office, shared the video clip to Telegram earlier in the day, while remarking that it was an example of war crimes "cultivated in Russia" through "propaganda and myths about 'the Nazis.'"
"Killing a person taken to captivity is another example of this," Yermak said. "It is also an example of their national insignificance and weakness. Ukrainian human rights ombudsman Dmytro Lubinets shared the uncensored video in a tweet, while saying that the execution was an example of "meanness and villainy" by Russia's military.
Lubinets said that Russia would "not evade responsibility for their atrocities," while pointing out that executing prisoners is a violation of international law under the Geneva Conventions.
The graphic video appears to show a freshly captured Ukrainian solider standing in a trench while smoking a cigarette. A voice, apparently of a Russian soldier, can be heard telling another person to film the moment before the captured soldier calmly says, "glory to Ukraine."
Almost immediately, the Russian soldier says, "you b****" while a thunderous barrage of automatic gunfire is directed at the defiant Ukrainian, who quickly drops to the ground. The video ends with the Russian saying, "die, b****" to the Ukrainian, who appears lifeless.
Ukrainian Foreign Affairs Minister Dmytro Kuleba said on Twitter that the video was proof that Russia was fighting a "genocidal" war, while calling for International Criminal Court (ICC) prosecutor Karim Khan to launch an "immediate" investigation.

It would take effect in May.<br /><br />Among its proposed new conditions on eligibility for US asylum: being denied protection in a third country through which they traveled.<br /><br />Ramírez now worries that accelerating asylum denials could actually increase Mexico’s attractiveness as a pit stop for those ultimately aiming to request asylum in the US.<br /><br />“The new policy that was recently announced [by the United States] changes the whole thing. We need to rethink it,” Ramírez said.<br /><br />Migrant numbers at the US-Mexico border have been on the rise since last year, with increasing numbers of people from Venezuela, Cuba, Nicaragua and Colombia – many fleeing repressive government and stark economic pressures.<br />Passing through Mexico<br /><br />Though the one-week pilot program did not include actually issuing swift denials, it studied behaviors of individuals from nationalities deemed by COMAR most likely to be traveling for economic reasons rather than for international protection – Senegalese and Angolan migrants in particular, according to Ramírez.<br /><br />By Mexican law, asylum seekers are required to stay in the state where they filed for asylum to see the process through.<br /><br />Once registered with COMAR, asylum seekers are provided with deportation protection, access to the public health care system and work eligibility.<br /><br />Ramírez says that his agency recently noticed that many migrants who began the asylum process in the city of Tapachula, in southern Mexico, later abandoned the process. They used a preliminary COMAR document to travel within the country toward its northern border.<br /><br />“They are abusing the system,” said Ramírez. “That shows us that many of these people are not really interested in (Mexico’s) refugee system and the asylum procedure.”<br /><br />He estimated that in Tapachula, Mexico about 70% of the individuals from countries other than Haiti were abusing the system.<br /><br />Haitians, he said, have been continuing with the local asylum process there at a higher rate.<br />A record number of applications<br /><br />Mexico has received a surge of asylum applications in recent years, Ramírez says.<br /><br />In January 2023, nearly 13,000 people signed up to seek asylum in Mexico, according to COMAR data. That’s more than double the number of asylum registrations from one year ago in January 2022, the data shows.<br /><br />If applications continue at this pace, 2023 could be on track to becoming the refugee agency’s busiest year ever.<br /><br />The record for most applications ever was set in 2021, he said, when COMAR received nearly 130,000 asylum applications.<br /><br />“We were at the risk of collapsing. Today, the Singaporean-based startup announced it has raised $10 million, with the goal of expanding its wireless laser communications system in Indonesia, India, the Philippines, Malaysia, Singapore and the United States. Eventually, it has its eyes on space, deploying its wireless fiber optics from orbit.<br /><br />The company’s A2 round was led by aerospace venture firm Airbus Ventures, with participation from Kickstart Ventures, Genesis Alternative Ventures, Wavemaker, Cap Vista and Seeds Capital. Investor In-Q-Tel was part of a previously disclosed round. This brings Transcelestial’s total raised since it was founded in 2016 to $24 million. Some of its previous backers include EDBI, Entrepreneur First, 500 Global, SparkLabs Global Ventures and Michael Seibel.<br /><br />CEO Rohit Jha told TechCrunch that he and co-founder Mohammad Danesh believe “connectivity is a human right” and improving internet connections for at least a billion people drives all their commercial and technical decisions.<br /><br />The two say current internet infrastructure is the main reason so many people lack reliable internet access. Undersea cables, for example, are expensive to build and only link two points. Terrestrial long-haul networks gives Tier 1 cities good coverage, but leave smaller cities and towns behind. Middle-mile and last-mile distribution is often costly, and runs into right-of-way issues.<br /><br />Transcelestial’s laser communications systems does away with underground cables, which are expensive to install and maintain, and radio-frequency based devices, with their complicated spectrum licensing regulations. As a result, Jha said Transcelestial can offer a significantly lower cost per bit option. Transcelestial’s shoeboxed-sized devices, called CENTAURI, have already been deployed in South and South East Asian markets.<br /><img src="https://techcrunch.com/wp-content/uploads/2023/02/CENTAURI-Installation-at-dusk.jpeg?w=510" /><br /><br />A CENTAURI installation<br /><br />The startup recently proved that its laser technology can deliver 5G connectivity during a demonstration at the University of Technology Sydney. Its next stop is space: Transcelestial is working on bringing its technology to a low-earth-orbit (LEO) constellation, with the goal of deploying its wireless fiber optics from orbit directly into cities and downs.<br /><br />In the meantime, it’s planning to move beyond its markets in Asia and start expanding early market access in the U.S., where research by the Pew Trust found that 27% of people in rural areas and 2% of those in cities lacked readily available internet connections. Transcelestial plans to enter the U.S. by exploring collaborations with the government, enterprise and telecoms over the next 12 months. Jha said the company is already working under stealth with a few ISPs and a major enterprise cloud and data center company on the West Coast.<br /><br />Part of Transcelestial’s new funding will be used to prepare Terabit Factory, its production facility, against uncertainties in the supply chain. The facility has the capacity to manufacture up to 2,4000 CENTAURI devices annually, which Trancelestial says is the largest deployment volume of any lasercomms producer globally.<br /><br />In a statement about the funding, In-Q-Tel managing director Clayton Williams said, “Transcelestial’s laser communications platform CENTAURI is a best in class solution for low cost, high bandwidth terrestrial communications. On Wednesday, Turkey’s Ministry of National Defense released video showing rescuers extricating the 77-year-old woman from debris in the city of Adiyaman on Tuesday, some 212 hours after the earthquake struck.<br /><br />Anadolu identified her as Fatma Gungor, and said her family hugged her after she was saved.<br /><br />The other woman questioned “What day is it?” after surviving under the rubble with her two children for 228 hours, according to Turkey’s state-run news agency Anadolu. Rescue personnel Mehmet Eryilmaz talked about the moment they found the mother and said, “The mother was happy to see us. I held her hand at first. We talked, chatted, and calmed her down.”<br /><br />Eryilmaz also mentioned more of his dialogue with the mother and said she first asked for water, but he said they did not give anything without the intervention of the paramedics. Eryilmaz told Anadolu that the first thing she asked was “What day is it?”<br /><br />She also told Eryilmaz that her name was Ela and she had two kids, a girl and a boy, who were pulled from the rubble with her. Anadolu reported that she is a foreign national but did not mention what nationality.<br /><br />Also on Wednesday, another woman, identified as 45-year-old Melike İmamoğlu, was rescued after 222 hours in rubble in the city of Kahramanmaras, according to Turkey’s state television TRT Haber.<br /><br />Earlier, teams in southern Turkey said they were still hearing the voices of trapped survivors.<br /><br />Live images broadcast on CNN affiliate CNN Turk on Tuesday showed rescuers working in two areas of the Kahramanmaras region, where they were trying to save three sisters – but it’s unclear if the sisters survived.<br /><br />In the same region, emergency workers saved a 35-year-old woman believed to have been buried for around 205 hours, according to state broadcaster TRT Haber. Others were rescued too – two brothers, two men and a women – all on Tuesday, eight days after the quake.<br /><br />Dr. Sanjay Gupta, CNN’s Chief Medical Correspondent, who’s in Turkey’s Hatay province, says it’s unusual for people to survive more than 100 hours trapped in rubble – most are rescued within 24 hours.<br /><br />However, he says freezing temperatures in the quake zone may be extending survival times for people trapped.<br /><br />“The cold weather is a double edged sword. On the one hand, it makes it very difficult, it is below freezing right now… On the other hand, it may reduce the demands for water. Perhaps that is playing into this,” he said.<br /><br />“There is not a lot of data on how long people could survive in these situations but we are seeing those rescues 200 hours out.”<br />‘Traumatized population’<br /><br />Meanwhile in Syria, rescue operations are starting to shift to recovery efforts, and UN workers are racing to funnel aid to survivors in the country through two new border crossings approved by the government in Damascus.<br /><br />Eleven trucks with UN aid crossed into northwest Syria via the Bab Al-Salam passage on Tuesday, UN aid chief Martin Griffiths tweeted, adding that 26 more trucks passed into the region via the Bab Al-Hawa crossing.<br /><br />On both sides of the border, the World Health Organization (WHO) has stressed the need to “focus on trauma rehabilitation” when treating populations affected by the disaster.<br /><br />The WHO’s Turkey Representative Batyr Berdyklychev highlighted the “growing problem” of a “traumatized population,” stressing the need for psychological and mental health services in the affected regions.<br /><br />“People only now start realizing what happened to them after this shock period,” Berdyklychev told a media briefing in the Turkish city of Adana on Tuesday.<br /><br />The WHO is negotiating with Turkish authorities to make sure quake survivors can access mental health services, Berdyklychev added, noting that many people displaced by the quake to other areas of the country “will also need to be reached.”<br /><br />WHO Regional Director for Europe Hans Kluge said the “immediate priority” for the 22 emergency medical teams deployed by the WHO to Turkey was “to deal with the high number of trauma patients and catastrophic injuries.”</div><br />

She will stay in office until a new SNP leader is appointed.</p><p><br /></p><p>Sturgeon said she knows the “time is now” for her to stand down, adding that it is “right for me, for my party and for the country.”</p><p><br /></p><p>Sturgeon pictured on February 6.</p><p>“First, though I know it will be tempting to see it as such, this decision is not a reaction to short-term pressures,” said Sturgeon, who has been facing increasing tensions with the UK government in London over Scottish independence, as well as Westminster’s decision to block a Scottish law intended to allow trans people in Scotland to change their legal gender without a medical diagnosis.</p><p><br /></p><p>“This decision comes from a deeper and longer term assessment,” she added.</p><p><br /></p><p>Sturgeon said she could no longer give her full energy to the job, and that she felt she must say so now. “I have been wrestling with it, albeit with oscillating levels of intensity for some weeks,” the 52-year-old leader said. “Giving absolutely everything of yourself to this job is the only way to do it.”</p><p><br /></p><p>She said it was difficult to have a private life, noting it was hard to “meet friends for a coffee or go for a walk on your own” and observed that there was a “brutality” to life at the top.</p><p><br /></p><p>Sturgeon added that she hoped her successor would be “someone who is not subject to the same polarized opinions, fair or unfair, as I now am.”</p><p><br /></p><p>Her predecessor as first minister, Alex Salmond, hailed Sturgeon as a “first rate political communicator and election winner,” and said that there is “no obvious successor” as leader of Scotland following her resignation.</p><p><br /></p><p>“There are a range of able people in the SNP but they will now be tested in the fire of leadership inheriting a number of serious government policy challenges,” tweeted Salmond.</p><p><br /></p><p>For his part, British Prime Minister Rishi Sunak thanked Sturgeon “for her long-standing service” in a tweet.</p><p><br /></p><p>“I wish her all the best for her next steps,” said Sunak. “We will continue to work closely with the @scotgov on our joint efforts to deliver for people across Scotland.”</p><p><br /></p><p>Wednesday’s shock announcement led to breathless speculation over Sturgeon’s timing, particularly as she had only recently pledged to make the next British general election a de-facto second referendum on Scottish independence.</p><p><br /></p><p>While Sturgeon underlined that she felt she didn’t have enough left in the tank to perform her duties, her list of political headaches has grown. The SNP’s polling has dipped, making a dent in its grip on Scottish politics. The independence movement has stalled, with no real chance of a referendum on the cards any time soon.</p><p><br /></p><p>She has lost support in her party since she attempted to introduce the controversial bill on gender identification, with some polls suggesting a majority of Scots supported the decision of the UK government to use its powers to block the proposal. And her husband was caught in a scandal at the end of last year, after it was reported he had personally loaned the SNP £100,000.</p><p><br /></p><p>In short, having dominated Scottish politics for eight years, wielding the independence baseball bat and regularly using it to batter the UK government, Sturgeon might have decided to quit before her legacy is tarnished by failure.</p><p><br /></p><p>What about Scottish independence?</p><p>When Scotland held a referendum in 2014, voters rejected the prospect of independence by 55% to 45% – but the political landscape then changed, mostly because of Brexit.</p><p><br /></p><p>A majority of people in Scotland voted to remain in the European Union in the 2016 Brexit referendum, and the SNP successfully used Brexit as a wedge issue, arguing that Scots were dragged out of the EU against their will.</p><p><br /></p><p>This boosted support for independence for a time, but that push has run into a brick wall more recently. In November, Britain’s Supreme Court ruled that the Scottish government cannot unilaterally hold a second independence referendum.</p><p><br /></p><p>This means that the SNP is faced with the problem that the UK government must approve any decision to hold a referendum.</p><p><br /></p><p>Theresa May, Boris Johnson, Liz Truss and Rishi Sunak, four consecutive Conservative prime ministers, didn’t entertain the idea. It also seems very unlikely that Keir Starmer, the leader of the official opposition Labour Party, would give any boost to the idea, given that Labour needs to win seats in Scotland in order to win a UK parliamentary majority.</p><p><br /></p><p>The SNP is due to have a special conference on independence next month. It is now likely it will go into that conference divided and without any certainty of its direction. So a homegrown solution simply can’t be as effective as one that pulls from numerous data sources,” Ronan said. “That’s why companies partner with document fraud detection solutions instead: Criminals commit fraud in different ways, and those solutions are pulling data from across their customer base to identify coordinated attacks and emerging trends faster.”</p><p style="text-align: justify;"><br /></p><p style="text-align: justify;">Fearmongering is likely helping, too. But one that has flown under the radar, increasingly thought to be key to certain diseases but woefully understudied, is RNA. With $35 million in new funding, Atomic AI aims to do for RNA what AlphaFold did for proteins, and find entirely new treatments in the process.</p><p><br /></p><p>If you can still recall your high school biology, you probably remember RNA as sort of a middle man between DNA (long term information storage) and proteins (the machinery of cellular life at the molecular level). But like most things in nature, it doesn’t seem to be quite that simple, explained Atomic AI’s CEO and founder, Raphael Townshend.</p><p><br /></p><p>“There’s this central dogma that DNA goes to RNA, which goes to proteins. But it’s emerged in recent years that it does much more than just encode information,” he said in an interview with TechCrunch. “If you look at the human genome, about 2% becomes protein at some point. But 80 percent becomes RNA. And it’s doing… who knows what? It’s vastly underexplored.”</p><p><br /></p><p>Compared to DNA and proteins, little work has been done in this area. Academia has focused on other pieces of the puzzle and pharmaceuticals have, partly as a consequence of that, pursued proteins as the mechanisms for drugs. The result is a severe lack of knowledge and data on RNA structures.</p><p><br /></p><p>But what Atomic AI posits is that RNA is functional and worth pursuing as a method of treatment. The secret is in the “non-coding” regions of RNA, which are like the header and footer on a document. They do protein-like work but aren’t proteins — and they’re not the only example.</p><p><br /></p><p>You can think about RNA strands as beaded necklaces, much more string than bead. The string is “floppy” and more or less what its detractors think it is: an intermediary. But every once in a while you get a really interesting knot that seems unlikely to have formed by accident. As with proteins, if you can figure out their structure, that goes a long way towards understanding what they do and how they can be affected.</p><p><br /></p><p>“The key is to find those beads, those structured bits. It’s high information content, it’s targetable, and it’s likely functional as well,” said Townshend. “It’s seen in drug discovery as a key new frontier.”</p><p><br /></p><p>An interesting idea for a graduate thesis, perhaps (and it was for Townshend), but how can you build a business around it?</p><p><br /></p><p>First, if the field is about to become more important, building out the methods for studying has a lot of value. As for teens who already have accounts, Facebook will display a prompt encouraging them to use these settings, as well as a toggle that turns them on in a single tap.</p><p>What Facebook’s billing as “more private” settings restricts details on an account so that only a teen’s friends can view the posts they’re tagged in, their friends list, and the pages, people, and lists they follow. They also require users to review the posts they’re tagged in and allow only friends to comment on their public posts.</p><p>Facebook is also trying to do more to protect teens from predatory adults. It’s testing a way to prevent teens from messaging adults on the platform that have been recently blocked or reported by a young person. Facebook won’t display these “suspicious” adults in teens’ People You May Know recommendations, either, and will start prompting teens to report the accounts that they block as well. Meanwhile, on Instagram, the company’s testing removing the message button on teens’ accounts completely when they’re viewed by a suspicious adult.</p><p>Instagram already rolled out similar overarching privacy features for teens in August. Just like Facebook, Instagram began enabling the most restrictive sensitive content control setting to new users under the age of 16 by default while encouraging teens on the platform to switch this setting on. The “Less” sensitive content control setting means users won’t see as much sexually explicit content on the platform, as well as photos and videos involving drugs, violence, and tobacco products.
